LAW 3982 - Telecommunications Law and Policy


This course examines the policies and resulting regulatory frameworks that have developed surrounding the telecommunications networks for voice and data services. Particular emphasis is placed on issues impacting the Internet and broadband connectivity. The class investigates, among other issues, the development of common carriage regulation from the days of monopoly to the present; the past, present and future of the universal service regime; why and how radio spectrum is allocated among competing interests; the development of long distance and local voice and data service competition; the genesis and development of Internet policy as it relates to carriers and other service providers; how different types of carriers and service providers are regulated; and the legal and policy issues concerned with cable modem access and services. Emphasis is on developing an understanding of the policy and regulatory issues that have guided and formed today’s disparate network of networks, and their alternatives.

Prerequisites & Notes
Students who have taken Communications Law and the Regulation of Broadcast Media can not take this class.
