LAW 2603 - Comparative Legislative Process


This class will help students gain a greater understanding of the process and principles under which statutes are promulgated.  Our central focus will be on the U.S. Congress, but we will compare and contrast the U.S. system with parliamentary systems such as those in Curacao and the Netherlands (within which Curacao is a constituent country).  Among the topics we will explore are the following: differences between statutory lawmaking and the judicial process; the role of the executive in the legislature; regulation of lobbying; nominations; legislative ethics; impeachment; and the filibuster (derived from a Dutch word!).  We will look at the referendum and initiative process as a counterpoint to the legislative process.  Throughout the course we will consider how the U.S. system of lawmaking differs from others. 

Prerequisites & Notes
This course will be taught during the Curacao program in 2021/2022.
