LAW 3943 - Public Sector Labor Law This course surveys the constitutional and statutory rights and obligations of public employers and employees with specific emphasis on New York’s Taylor Law and New York City’s Collective Bargaining Law. The course materials and discussion focus on such topics as the civil rights of public employees, certification procedures, collective bargaining, improper practices, contract enforcement, discipline, the right to strike and impasse procedures in the public sector. Within the context of these topics, the class explores current issues such as privatization and workfare.
